Accord Charter

The Umbral Accord is the agreement among great powers of the galaxy concerning the Umbral Ring and shared standards for the lanes. It is named for Umbra, the black hole at the galactic heart. Umbral is the adjectival form used in Umbral Ring and Umbral Accord. Do not call the hole Umbral.

This instrument is a treaty. It is not an empire. It does not issue citizenship, raise a single legion, or claim one capital as its own. Signatories remain sovereign in their own houses. Local life (capitals, Axioms, Senates, Psion orders, arrival stations) belongs to the governments and civilizations under this Accord.

This Accord does not forbid wars between empires, republics, leagues, or other powers. Signatories may still fight each other. Empires may still rise and fall under this seal.

What they may not do is make the Ring a battlefield or a target. Interstate war outside the Ring remains lawful under this instrument. War against the Ring is a breach of the Accord.

The Accord establishes shared norms so that the lanes remain intelligible across signatory space: a common language of currency and settlement, of timekeeping and related measures, of registry and trade.

Navigation on the Ring shall follow shared norms among signatories. Local coin, local clocks, and local registries may continue. Where they meet the lanes, they shall be translatable into the common frame.

The unit of account recognized for inter-polity settlement under this Accord is recorded in the lanes as Accord Credits. That name is a treaty convenience. It is not a claim that the Accord mints a citizen's wages.

Citizenship, civil law, and daily jurisdiction belong to a government or civilization that recognizes you. This Accord does not grant a passport, appoint a Senate, or replace a polity's Axiom, statutes, or institutions.

If someone still says "citizen of the Umbral Accord," they are using old shorthand. A person is a citizen of a polity. The treaty is the law above the lanes.

Polity founding charters, legal codes, and civil protections are recorded under each government. They are not this instrument.

Slipstream on the Umbral Ring is the default means of fast travel among the lanes. Shared navigation norms under Article IV keep those lanes intelligible.

Void gates and other specialized routes sit beside this Accord. They are static, scarce, and strategic. A gate may be held, moved, fought over, or destroyed as an asset of a polity. Gate politics do not erase the Ring's protected status.

A ship may leave the Ring. It may not make the Ring a weapon, a hostage, or a spoil.

Great powers may accede to this Accord. The living record of signatory and neighboring powers is kept with the public table of governments.

Accession does not grant this Accord authority over a polity's internal law. Withdrawal does not license an attack upon the Ring. The hard limit binds while the Ring turns.

An attack upon the Umbral Ring is a breach of this Accord. No single controller of the Ring is named by this instrument. Signatories are bound to treat such an attack as a crime against the lanes, and to refuse recognition of any claim that treats the Ring as a prize.

Enforcement rests with the powers that signed. This Accord does not raise a legion of its own. A signatory that will not answer a breach of Article II has already begun to leave the Accord, whether it says so or not.

This Accord may be amended only by the assent of the signatory powers then party to it. No single Senate, Axiom, or ministry of a member polity may alter this instrument for the galaxy.

An amendment that would void Article II is not an amendment. It is a repudiation.

This is a restraint on the galaxy's most important lanes. It is not a statement of ideals, not a constitution of a people, and not a promise of peace.

It was signed so that the Ring would not become another theater, and so that a shared language of coin, time, and registry would hold across those lanes. Keep that in mind when you are tempted to treat the seal as a government.
