You have entered the Zakuul System and docked at Penumbra Station, the orbital gateway of the Umbral Accord. Your vessel's registry, point of origin, and approach vector have been recorded. If you are receiving this transmission, you are alive and your ship is intact. The Accord considers both of these things a reasonable start.

Penumbra Station is the first and only point of entry to Accord territory. No vessel proceeds to the surface of Zakuul without completing the arrival process here. This is not a formality. It is the condition under which the Accord opened its doors, and it applies to everyone equally, without exception and without negotiation.

The Accord is not what most visitors expect. We have found that managing expectations early produces better outcomes for everyone involved. Please review the following information before proceeding to the processing bays.

01 Arrival Processing

Office of Citizen Affairs · Processing Procedure

Step 01 · Dock and Secure Vessel

Proceed to the assigned docking bay. Your berth assignment was transmitted with your approach clearance. Secure your vessel and remain aboard until a processing officer confirms your bay is cleared. Departing your vessel before clearance is an offence under Accord arrival regulations.

Step 02 · Identity Documentation

Present valid identity documentation to the processing officer. All travelers are required to provide full name, species, and point of origin. Documentation will be recorded and retained. If you do not have documentation, you will be issued a temporary transit record. Falsifying documentation is a Felony under the Accord Codex.

Step 03 · Force Sensitivity Declaration

All travelers must declare Force sensitivity status upon arrival. Declaration is mandatory regardless of affiliation. Force-sensitive individuals of all alignments are permitted entry. Undeclared Force sensitivity detected after processing is a Felony. The Accord accepts Jedi, Republic-affiliated, and unaffiliated Force users. You are a guest. Behave accordingly.

Step 04 · Presence Tier Assignment

Based on your documentation and stated purpose, a processing officer will assign your presence tier. Your tier determines where you may go, how long you may remain, and what permissions you hold within Accord territory. Tier assignments are reviewed at renewal. See below for tier details.

Step 05 · Clearance Issued

Upon completion of processing, you will receive a transit clearance chit and a copy of the Accord's conduct guidelines. Surface transport to the City of Twilight departs from Bay 9 on the hour. Welcome to the Umbral Accord. Your visit has been logged. We hope it is a productive one.

02 Foreign Presence Tiers

Transit Visitor

Penumbra Station access only. Surface travel not permitted. Maximum 72-hour stay. All communications monitored as standard. Suitable for traders, travelers passing through, and those who have not yet determined their purpose in the Accord.

Station Only

District Resident

Licensed to reside in The Threshold, the foreign district of the City of Twilight. Movement beyond the district requires an escort permit. Renewable every 30 days. Standard communications monitoring applies. Suitable for those with ongoing commercial interests or those exploring longer-term presence.

Movement Permit Holder

AISD clearance required. A citizen sponsor must be named and confirmed. Permits unrestricted movement within the City of Twilight. Expensive to obtain, slow to process, and revocable without appeal. Suitable for individuals with demonstrated and continuing legitimate purpose within the Accord.

City Access

Civilian Applicant

Formal citizenship application submitted and under review. Movement unrestricted pending application outcome. Elevated monitoring applies throughout the review period. Suitable for those who have decided the Accord is where they intend to remain.

Pending Citizenship

Full Citizen

Recognized member of the Umbral Accord. Full rights and responsibilities under Accord law. OCA record on file. No movement restrictions within Accord territory. The Accord Codex applies in full. Available to all, regardless of Force sensitivity or species.

03 Conduct Guidelines

Permitted

Trade and commercial activity with a valid license. Passage through public areas within your assigned tier. Requesting information from the Office of Citizen Affairs. Practicing your faith or Force tradition privately. Carrying personal weapons within Accord law.

Restricted

Movement beyond your assigned tier without authorization. Public display of Force ability without prior registration. Recording or transmitting from within secure areas. Engaging Accord personnel in debate over policy or law during enforcement proceedings. Contact with AISD detainees.

Prohibited

Falsifying identity documentation. Failing to declare Force sensitivity. Provoking or engaging Twilight Order personnel with intent to disrupt. Distributing materials critical of Accord institutions. Assisting individuals under active warrant. Violation of communications monitoring.

Station Advisory · Conduct Reminder

The Twilight Order are citizens of the Accord and are bound by the same law that governs everyone else within Accord territory. They are also Force users of considerable power, dark-leaning and light-leaning alike. The distinction between what is legally permitted and what is personally advisable when dealing with them is one the Accord cannot legislate. Conduct yourself accordingly.

The Accord Internal Security Directorate maintains a presence throughout the station and in the City of Twilight. You will not always know when you are interacting with an AISD operative or an informant. This is intentional. It is not cause for alarm if your conduct requires no concealment.

04 The Threshold District

Foreign District · City of Twilight · Tier II and Above

The Threshold is the district of the City of Twilight designated for foreign nationals with District Resident status and above. It is not a restriction zone. It is a convenience: a part of the city built to accommodate people who are not yet citizens, with the services, infrastructure, and commercial presence that reflects that population.

The Threshold has its own cantinas, lodging, markets, and commercial district. It is lively, diverse, and home to a permanent population of long-term foreign residents who have chosen not to pursue citizenship but have chosen not to leave either. Many find it comfortable. Some find it cramped. All communications within The Threshold are monitored as standard practice. This is not exceptional. It is the condition of the district.

Movement from The Threshold into the broader city requires a Movement Permit. Applications are processed through the Office of Citizen Affairs. The process takes time. Bring patience or pursue citizenship, which removes the restriction entirely.
